As the cost of building conventional house skyrockets, genuinely affordable houses would seem to be the answer. But, greedy developers are taking extraordinary commercial risks, leading to record numbers of property developers and ground work companies going to the wall. Sometimes due to theoretical over-valuation, based on proposals many years out of date. This is called "Land-Banking." One way of reducing the cost of houses, is for a subcontractor to carry out the groundwork, and then declare bankruptcy. That leaves the developer a way to reduce their costs. And, worryingly, there is nobody to sue if the foul drainage, water, power, or other SuDs installation is below standard. Allegedly.
